Description of problem:

The UI does not show the ClusterTemplates

Steps to Reproduce:

    1. Go to the O-Cloud Manager UI View
    2. Click on Cluster Template tab.

Actual results:

It shows "No operands found", because it is looking for ClusterTemplate CRs in the oran-o2ims namespace. ClusterTemplates are not associated to a namespace.

Expected results:

The Cluster Template tab should be able to list the ClusterTemplates available in the cluster.
