Conforma is complaining that there is a 4.19 build of conmon in a 4.20 image, meaning, we need an exception to ship. Please ensure there is a 4.21 build of conmon in the 4.21 candidate tag, and a 4.20 build in the 4.20 candidate channel. 

Currently, this is the 4.20 build: conmon-2.1.12-9.rhaos4.19.el9

This used to be conmon-2.1.12-7.rhaos4.20.el9, but the NVR was lower than the 4.19 NVR.
