      This is a clone of issue OCPBUGS-62493. The following is the description of the original issue:
      —
      When I set osImageURL via MachineConfig this event repeats every time it syncs the config and this causes e2e jobs to fail because we have a test that ensures events don't repeat.

      I think we can change this to only emit the event and update the metric when creating a new config.
