Description of problem:

Older releases of OCP *still* have a long support lifecycle ahead of them, with EUS, EUS Term2 and support exceptions on a per-account basis. As such we need telemetry into older OCP releases so that the ACM on AWS marketplace offering can work correctly for older OCP releases which are still in service.

    https://issues.redhat.com/browse/MON-3884 is the issue where the original work was completed. We need this to be backported.
