ARM source-crs crashkernel size inadequate for kdump config

      Description of problem:

      ARM system deployed with source-crs from Telco DU configuration will not generate a vmcore dump while running 64k kernel     

      Version-Release number of selected component (if applicable):

      4.20    

      How reproducible:

          Everytime

      Steps to Reproduce:

          1. Install ARM server via Telco DU Config
          2. Verify settings 
      [core@hp-arm1 ~]$ cat /proc/cmdline| grep -o -E crashkernel="([0-9]+M)"
      crashkernel=512M
           3. Issue a system crash by echo c > /proc/sysrq-trigger     

      Actual results:

          Empty `/var/crash/`

      Expected results:

          vmcore generated under `/var/crash/`

      Additional info:

          Should this issue be addressed via:
      
      Only increase ARM crashkernel 
      Increase both ARM and x86_64 crashkernel
