Description of problem:

ODF operator unapproved installplan generated in version 4.14. After  upgrade of the cluster from 4.14 to 4.15, the ODF operator fails  installing (upgrading) upon approval.

How reproducible:

    Always

Steps to Reproduce:

    1. Install OCP 4.14 cluster with unapproved ODF installplan
    2. Upgrade OCP to 4.15
    3. Approve ODF installplan

Actual results:

    ODF fails to pull new installplan

Expected results:

    ODF upgrade to 4.15 to complete without requiring ODF reinstall
