agent-extract-tui runs continuously leaving host inaccessible

      This is a clone of issue OCPBUGS-62363. The following is the description of the original issue:
      —
      Description of problem:

          The agent-extract-tui service runs continously and does not allow the server to complete boot. The ssh service is blocked from starting. One is left unable to ssh or log into the host to see the underlying issue.

      Version-Release number of selected component (if applicable):

          4.20 and 4.21

      How reproducible:

          Sometimes.

      Steps to Reproduce:

          1. Boot up an ISO with interactive-disconnected-ui workflow enabled.

      Actual results:

          The message "A start job is running for Extract agent-tui at boot (20mins / no limit)" is displayed on the console. Cannot ssh or login through console.

      Expected results:

          agent-extract-tui runs and exits and allows other services on the host to start.
