      Description of problem:

      Go runtime GOMAXPROCS defaults to all visible CPU cores, causing CPU throttling and performance degradation. 
      
      Red Hat Technical Support provided the PerformanceProfile and Workload partitioning , it didnt fix the issue in HCP namespace and HostedClusters
