Following a discussion on Slack, it was determined that OpenShift tests currently depend on the following carry patch:

The oc idle issue, which was the original reason for the commit, has been fixed since OpenShift 4.16. Therefore, the commit is no longer necessary. This dependency prevents the commit from being dropped in OpenShift 4.21.
