AWS should not be using the iam endpoint override for all clients

      Description of problem:

      When we migrated to aws sdk v2, we use the iam endpoint to set the baseEndpoint for all three services. In reality, only the iam endpoint is being used in the cco operator binary. The other clients are only used in the ccoctl binary. The other endpoints should either be updated to use the associated endpoint, or no endpoint at all.
