Description of problem:
Targeted container did not come up within EXPECTED_RECOVERY_TIME=60, while running chaos container scenario test. this is some more info about the chaos container test: https://krkn-chaos.dev/docs/scenarios/container-scenario/

Failed twice for 4.20[AWS and Azure multiarch] and once for 4.19[AWS]
Steps to Reproduce:
1.Ran the test on prow PR: https://github.com/openshift/release/pull/68493
Actual results:
Containers did not recover within 60s
Expected results:
Containers should recover within 60s Usually they come within 30 secs
