We are still building cluster-api-operator and including it in the payload, although it is no longer deployed or used.

The removal process is documented here:

      https://docs.ci.openshift.org/docs/how-tos/onboarding-a-new-component/#removing-a-component-from-the-openshift-release-payload

In addition to openshift/release and the cluster-api-operator repo itself, there are still a few references to it. The following is a quick grep of likely repos I have checked out locally, so may well be incomplete:

      • openshift-tests-private/test/extended/clusterinfrastructure/capi.go
      • cluster-capi-operator/manifests/image-references
      • cluster-capi-operator/manifests/0000_30_cluster-api_01_images.configmap.yaml
      • cluster-capi-operator/dev-images.json
      • (A few more docs references in cluster-capi-operator)

We should probably clean these up first.
