Software catalog does not show when All projects selected

      * There is a known issue in the unified software catalog view of the console. When you select *Ecosystem* -> *Software Catalog*, you must enter an existing project name or create a new project to view the software catalog. The project selection field does not effect how catalog content is installed on the cluster. As a workaround, enter any existing project name to view the software catalog.       Description of problem:

          Software Catalog shows list of namespaces when All projects selected. The title of the page is  Software Catalog but it shows list of namespaces to every user on newly deployed cluster. No notification that user must select namespace to see Software Catalog. Namespace selector list is redundant because we have conventional dropdown menu to select namespace. 
      Important that we might loose functionality. In past we could install Operator to all namespaces, via Operator Hub. Now it seems impossible.
