Description of problem:
In this case I was verifying the multiple PR failure (OCPBUGS-60633), but I'm not sure if the simultaneous provisioning is the issue here. Either way, after applying the PRs they successfully went through the openshift installation and the ClusterInstances each reached a provision status of completed. However, the PR remains stuck on progressing. The oran-o2ims logs show that there is an issue with patching the CI and the siteconfig operator logs show it's an issue with an update to the node's hostRef field. The impact is that the installation times out before it can re-enable auto import and allow policies to be configured.

1. Configure hub with ACM, GitOps, TALM, and the o-cloud operator 2. Apply ProvisioningRequest(s) 3. Wait for ClusterInstance to finish. Observe PR stuck progressing

PR remains in installing while its validation webhooks continually get rejected
Expected results:
PR finishes installing and moves on to policy configuration
