Catalog source creration is getting timedout in hypershift-mce-install stage due to the latest tag not being available in the mce-custom-registry in quay.io

1.Trigger rehearsel for any job that consumed hypershift-mce-install job, and attempt to install 2.10 MCE
Actual results:
MCE stage is failing
