nmstate does not create the CRD even though it is saying it's successfully installed:
[admin@tenant2-jump odf]oc get subscriptions -A | grep nmstatete
openshift-nmstate kubernetes-nmstate-operator kubernetes-nmstate-operator redhat-operators stable
[admin@tenant2-jump odf]$ oc get csv -n openshift-nmstate

kubernetes-nmstate-operator.4.19.0-202508280858 Kubernetes NMState Operator 4.19.0-202508280858 Succeeded
[admin@tenant2-jump odf]$ oc describe csv kubernetes-nmstate-operator.4.19.0-202508280858 -n openshift-nmstate | grep -A3 "Owned CRDs"
[admin@tenant2-jump odf]$
This is consistently reproducible on the latest Intel GNR-D SOC process on the Cisco Avatar new edge hardware running on the Intel ICE driver (E825-C NIC).
