Make substitutions work for 4.21 in manifests of ose-metallb-operator

      Description of problem:

      Make substitutions in olm manifests for 4.21 
In the manifest directory of the operators you have a art.yml file which has several replacements like i.e.

- search: 'olm.skipRange: ">=4.16.0-0 <{MAJOR}.{MINOR}.0"'       
- replace: 'olm.skipRange: ">=4.16.0-0 <{FULL_VER}"'   

These replacements don't work because the search (in some cases) is looking still at 4.20. 
These have to be bumped up to 4.21.
