      Description of problem:

      Make substitutions in olm manifests for 4.21 
in the manifest directory of the operator you have a art.yml file which has several replacements like i.e.          - search: 'olm.skipRange: ">=4.16.0-0 <{MAJOR}.{MINOR}.0"'       replace: 'olm.skipRange: ">=4.16.0-0 <{FULL_VER}"'     These replacements don't work because the search (in some cases) is looking still to 4.20. These have to be bumped up to 4.21.
