[4.20][ARM] Post deployment configuration cause network to stop working

      Description of problem: After the deployment of 4.20 is complete and polices are applied to the cluster, after last reboot there is no functioning networking. It looks like the IP address is configured, but I see some configuration in a 169.254.x.x range applied to the br-ex and secondary interface applied, but nothing is reachable.

      Version-Release number of selected component (if applicable): 4.20.0-ec.5

      How reproducible:

      Steps to Reproduce:

      1. Deploy 4.20 SNO with gitops ztp

      2. Wait until policies are applied

       

      Actual results: Node stop responding and not reachable over network

      Expected results: All policies are applied and node is reachable
