Can't create Kueue CR in the form view of the OpenShift console

      * If you try to use the {platform} web console to create a `Kueue` custom resource (CR) by using the form view, the web console shows an error and the resource cannot be created.       This is a clone of issue OCPBUGS-58118. The following is the description of the original issue:

      In the OpenShift web console, if you try to create a Kueue CR, it throws an error if you use the Form view, so you have to switch to the YAML view instead.

      Technically this isn't a blocker because you can still create a Kueue CR, but it is a very bad user experience and would need to be documented as a known issue if it's not fixed before GA.
