Description of problem:
On Observe -> Dashboard page, when dropdown list has long list items, user has to scroll to page bottom to view the last items.

Steps to Reproduce:
1. Go to Observe -> Dashboard page, check dropdown list for 'Dashboard' field.
2. Choose 'Kubernetes / Compute Resources / Workload' in Dashboard dropdown list. Then open 'Namespace' dropdown list.
3.
Actual results:
1. User need scroll to page bottom to view all items.
2. The namespace items list is very long, user also need to scroll down to page bottom with blank background.
Expected results:
1,2. It's better to add scroll function for long dropdown list.
