Description of problem:

When host is running in dpu-host mode it will cleanup node-encap-ips annotation but will not set one as ovnk logic is offloaded to dpu

How reproducible:

    Run ovnk in dpu-host mode, it will cleanup node-encap-ips annotation

Steps to Reproduce:

Actual results:

  No node-encap-ips values in annotation

Expected results:

  Host encap-ip
