Balance-slb docs are showing up in post-installation section

      Description of problem:

      The balance-slb docs are showing up in a post-installation section: https://docs.redhat.com/en/documentation/openshift_container_platform/4.19/html/installing_on_bare_metal/bare-metal-post-installation-configuration#enabling-OVS-balance-slb-mode_bare-metal-postinstallation-configuration

      This will not work correctly because the process documented there is intended for deploy-time and involves things like install-config settings that can't be done on day 2. I see that section is also present in the installation section: https://docs.redhat.com/en/documentation/openshift_container_platform/4.19/html/installing_on_bare_metal/bare-metal-post-installation-configuration#enabling-OVS-balance-slb-mode_bare-metal-postinstallation-configuration so I think it must have just been mistakenly included in post-installation as well.

      Version-Release number of selected component (if applicable):

          4.19, although this content is being backported so it may affect back to 4.16.
