Fix: CAPA rebase on top a proper release instead of main

      (github.com/kubernetes-sigs/cluster-api-provider-aws:main) which merged last week performed a rebase on top of the lastest upstream main branch commit, this differs from what we normally do because we lacked a proper release upstream, which came yesterday.

      Now that there is an actual upstream release out we want to use that instead of the tip of main. So we are rebasing again to reference the actual release.

      The diff between the prior rebase and this one is just two commits, one for getting the actual release promoted, and one a webhook change that we added in. So the delta is minimal. (See the first 2 commit there: https://github.com/openshift/cluster-api-provider-aws/pull/553/commits)
