Description of problem:

oc-mirror v2 fails during direct mirror-to-mirror operations when `graph: true` is configured in the ImageSet configuration. The operation fails with a 401 Unauthorized error when attempting to access the graph image from the target registry, even though the registry is properly configured and accessible for other operations.
