[4.19 RAN RDS] cluster logging 6.1 doesn't exist in 4.19 cnf-features-deploy

      Description of problem:

      Cluster Logging is an integral component of the RAN RDS.  4.19's Subscription object is set to channel "stable-6.1" which doesn't exist.  This results in logging unable to be installed in 4.19 deployments, which means ZTP installations don't proceed.
