The change introduced to relax the etcdHighCommitDurations alert for Azure in https://issues.redhat.com/browse/OCPBUGS-60547 directly modified the generated prometheus alert rules manifest.

This blocks other work that modifies the alert rules manifest like https://issues.redhat.com/browse/OCPBUGS-60237

That change should be placed in jsonnet/custom.libsonnet which in turn is used to generate manifests/0000_90_etcd-operator_03_prometheusrule.yaml.
