      creating a Description of problem:

      
      When creating a hosted control plane in a disconnected environment,  The cluster gets created but the control-plane pods for the cluster continuously move in and out of terminating status
      
          

      Version-Release number of selected component (if applicable):

      ocp 4.18
      acm 2.13.2
      mce 2.7.3
      
          

      How reproducible:

      happens every time. works perfectly in a connected environment
      
          

      Steps to Reproduce:

          1. create the host inventory
          2. create the node pool
          3. cluster runs with terminating control-plane pods
          

      Actual results:

      control-plane pods are in terminating state
      
          

      Expected results:

      control-plane pods are in running state
      
          

      Additional info:

      disconeccted environment has been verified as valid
