creating a Description of problem:
When creating a hosted control plane in a disconnected environment, The cluster gets created but the control-plane pods for the cluster continuously move in and out of terminating status

happens every time. works perfectly in a connected environment
Steps to Reproduce:
1. create the host inventory 2. create the node pool 3. cluster runs with terminating control-plane pods
Actual results:
control-plane pods are in terminating state
Expected results:
control-plane pods are in running state

disconeccted environment has been verified as valid
