This PR syncs with upstream stable branch and fixes a number of issues:
- Add sec group logic for octavia (https://github.com/kubernetes/cloud-provider-openstack/pull/1836)
- Fix for Authentication Dependencies for Application Credentials (https://github.com/kubernetes/cloud-provider-openstack/pull/1854)
- Remove dependency on openstack api from csi Probes (https://github.com/kubernetes/cloud-provider-openstack/pull/1904)
- An issue preventing Service of type LoadBalancer to be deleted when the corresponding OpenStack LoadBalancer does no longer exists is now fixed (https://github.com/kubernetes/cloud-provider-openstack/pull/1913)
- Fixes IsNotFound checklist when LB is queried by Name instead of Id (https://github.com/kubernetes/cloud-provider-openstack/pull/1942)
- Pool members are forced to update if the instance name is modified (https://github.com/kubernetes/cloud-provider-openstack/pull/2011)
- Support specifying a sort order for node addresses (https://github.com/kubernetes/cloud-provider-openstack/pull/2030)
