Failed to parse cloud provide config cloud-provider-config when tweaking 'Virtual Machine Folder' in vSphere UPI RHOCP

      Description of problem:

      In a vSphere UPI 4.18.19 cluster, just updated from 4.18.13 due to [0] bugfix, the customer is trying to tweak the 'Virtual Machine Folder' value from the OCP Console (UI), and the action fails with an error.

      Version-Release number of selected component (if applicable):

      4.18.19

      How reproducible:

      4.18.19 RHOCP vSphere UPI with a filled ConfigMap from openshift-config/cloud-provider-config from Day0. Try and tweak the CM values through the RHOCP console.

      Steps to Reproduce:

          1. Have a vSphere UPI healthy cluster with filled information in ConfigMap openshift-config/cloud-provider-config
    2. Try to tweak the "Virtual Machine Folder" value to a different value, and click "Save Configuration"

      Actual results:

      The "Failed to parse cloud provide config cloud-provider-config" error appears, with a diciture of "Unknown Format"

      Expected results:

      The "Virtual Machine Folder" gets tweaked, and saved in the CM
