      Description of problem:

      Base bug for backporting this change which was introduced/completed in OPRUN-3881

      Need to backport the capability of OLMv0 to install NetworkPolicy resources for operators it manages as well as the default allow-all NetworkPolicy in the openshift-operators namespace.
