Description of problem:
Hypershift operator is sharing UIDs across HostedClusters namespaces when running in ARO HCP enviroment.

4.19.0
How reproducible:
100%
Steps to Reproduce:
1. Install ARO HCP service enviroment 2. Observe UIDs of processes across HostedClusters namespaces
Actual results:
All HostedClusters shares the same UID 1001
Expected results:
UIDs across HostedClusters are randomized and unique.
