      Description of problem: 

      In an OCP 4.19 environment with the `knmstate-operator` version 4.19, we’ve observed that the operator continuously reconciles the namespace, which results in the removal of custom labels and annotations. 
      
      This behavior poses challenges for tools like ArgoCD that rely on these labels/annotations to track and manage resources effectively.
