      * Before this issue, any custom label and annotation added to the `openshift-nmstate` namespace was incorrectly removed. With this release, a fix was appied to {product-title} so that any custom label and annotation added to the `openshift-nmstate` namespace is not removed in error.       Description of problem: 

      In an OCP 4.19 environment with the `knmstate-operator` version 4.19, we’ve observed that the operator continuously reconciles the namespace, which results in the removal of custom labels and annotations. 
      
      This behavior poses challenges for tools like ArgoCD that rely on these labels/annotations to track and manage resources effectively.
