Noticing that 4 pods are missing the app label where all others do: olm-collect-profile saws-ebs-csi-driver-operator cluster-image-registry-operator cluster-storage-operator

Steps to Reproduce:
1.Run a cluster
2.Observe pods in the guest cluster namespace
3.Those above and their children are missing app= labels
Actual results:
Not labeled.
Expected results:
Should be labeled consistently with other workloads controlled by hypershift.
