Installer fails with machine type a2-highgpu-2g in Google Cloud

      Description of problem:

          OCP installer (4.19.6) fails on GCP with SNO configuration with machine type, a2-highgpu-2g , the installation works fine if I use a2-highgpu-1g machine type. It is not related to the quota, because the bootstrap machine is created and running with machine type a2-highgpu-2g , but the installation fails.

      Actual results:

          Installation fails even though machines are up and running

      Expected results:

          Installation to succeed.
