    Description

      Description of problem: 
      On the PowerVM based OCP cluster, with the SMT change from 8 to 4, while the worker node has actual 12% CPU utilization , the OCP admin tool reports 92% CPU utilization.

      OCP 4.11.9

      How reproducible:

      The IBM Cloud Pak for Data 4.5.x documentation recommends to change SMT level using the Machine Configuration modification.

      Before following the steps in the above link , first on the PowerVM based OCP cluster run the following command
      
      oc adm top nodes 
      
      Then observe the CPU utilization of the worker nodes, then follow the steps above and after SMT has been changed and validated, re-run the same command as above to note the CPU utilization.
