Agent Based Installation shows messages "installation is completed" even if there are issues with operators. We can see in below messages :

Installation logs (agent wait-for bootstrap-complete) shows messages that "Cluster is installed" even if authentication, console are not available 

Expected results:
It should show some kind of messages indicating that installation is partially completed or not completed as there are issues with operators.
