      Description of problem:

      after removing the metrics consumer openshift_ptp_process_status metrics are no longer published

      Version-Release number of selected component (if applicable):

      4.19.0-202507081507    

      How reproducible:

       

      Steps to Reproduce:

      'validates the system is fully functional after removing consumer' test step by step.
      -    1. Remove the event consumer
          2. Validate no 'FREERUN' events were received on the event proxy beforehand.- Ignore first two steps 

       

          3. Change the PTP configuration to a very low Threshold (1, -1).
          4. Validate for 'FREERUN' events in the event proxy.
          5. Restore PTP configuration, this sets the original PTP configuration before that test.
          6. Wait for Clock State Metrics, also checks for Process Status Metrics - failure.
      
      

      Actual results:

          no openshift_ptp_process_status

      Expected results:

          valid openshift_ptp_process_status
