Description of problem:
Significant delays are occurring in the creation and initialisation of Horizontal Pod Autoscalers (HPAs).
A recent test showed that the time from the creation of an HPA resource to the initial scaling event for the target deployment took over 20 minutes.
Similar behaviour was previously encountered, and a support case was raised for it. That case was resolved after an upgrade to OCP v4.14 and disabling the Vertical Pod Autoscaler (VPA). For a period, the scaling behavior was normal. However, the excessive delays have now returned on these same production clusters.
