Description of problem:

Openshift/os repo has libreswan version pinned to libreswan-4.6-3.el9_0.3, however, libreswan version in ovnk was accidentally unpinned, we need to revert the unpin in ovnk repo until the IPSec scale issue is fixed in libreswan: https://issues.redhat.com/browse/OCPBUGS-55453
