Description of problem:

    Creating additiona-pull-secret secret in the kube-system namespace of the hostedcluster (data-plane) does not create the global-pull-secret secret and the hosted cluster worker nodes do not gets updated with the merged pull-secret

Follow the documentation and create the additional-pull-secret

Actual results:

    The HostedCluster worker nodes does not get updated with the merged pull-secret

Expected results:

    The HostedCluster worker nodes should get updated with the new/updated secret.
