It looks like new e2e-aws-ovn-serial-ipsec jobs have been added recently.

We see average daily disruption has jumped for pod-to-host and tracked it down to the ipsec serial job

This occurs during the

 [sig-network][Feature:IPsec] when using openshift ovn-kubernetes check traffic with IPsec [apigroup:config.openshift.io] [Suite:openshift/network/ipsec]
