Description of problem:

    In case a worker pods is restarted on a node, the NFD labels for that node are deleted, and then re-entered once the worker pod is fully functional

How reproducible:

Steps to Reproduce:

    1. deploy NFD operator and apply NFD CR
    2. monitor the labels on the choosen node
    3. delete the worker pod on the chosen node

Actual results:

   The NFD labels on the node are deleted and then reinstated again

Expected results:

    the NFD labels on the nodes should be unchanged
