New get started message takes up too much space and 'no **resources found' message can not be shown completely on the page.

      Before this update, the **Get started** message occupied too much space when you did not have a project, preventing the **No resources found** message from displaying fully. This update reduces the space used by the **Get started** message. As a result, all messages now display completely on the page. (link:https://issues.redhat.com/browse/OCPBUGS-59483[OCPBUGS-59483])

      Description of problem:

      A new normal user without project login console, there will be get started message on all pages. The get started message takes too much space, some original message such as 'no *** found' can not be shown fully.

      Steps to Reproduce:

          1.A normal user without project login console.
    2.Access pages.
eg: 'Ecosystem'->'Installed Operators',  'Ecosystem'->'Software Catalog'(/catalog/all-namespaces), 'Workloads'->'DeploymentConfigs(/k8s/all-namespaces/apps.openshift.io~v1~DeploymentConfig)'

      Actual results:

      2. All pages could not show full message at the bottom.
