Description of problem:
Customer upgraded from 4.8.46 to 4.8.50, however OLM and CCO still show old version

OLM and CCO show the correct ocp version
Additional info:
Customer triggered upgrade back in oct. 2022, however since they use artifactory to store their ocp payload images, upgrade did not progress. The etc-operator was in a degraded state until upgraded was triggered this past weekend. Cluster was able to finish upgrade except for these 2 operators, cco and olm. CCO has an error that the manual cloud credential annotation was not applied, however it applied. There are no specific errors on olm - however all catalog sources are disabled.
