Description of problem:
LSO operator does not provide any warning or error when the lso operator is on a version that has n-1 from the ocp version

How reproducible:
Yes
Steps to Reproduce:
1.create c sluter on 4.14 2.install the lso operator with upgrade strategy as manual 3.how upgrade ocp to 4.15 or 4.16 4.We see that there is no warning about operator having a mismatch since the operator is supposed to on the same version as OCP this breaks the supportability part
Actual results:
No warning seen to upgrade to operator
Expected results:
There should be warning to upgrade the operator to make sure customer are having lso and ocp in sync to remain supported
