      Description of problem:

      viewing managed cluster OLM pages is not returning correct data

      Version-Release number of selected component (if applicable):

      4.13.0-ec.1

      How reproducible:

      Always

      Steps to Reproduce:

      1. Enable multi-cluster feature on Hub cluster, enable feature-gate
      2. import 'managed-1' as Managed Cluster
      3. switch to 'managed-1' cluster in 'All Clusters' dropdown, authenticate and login
      4. subscribe some operators in 'managed-1' context, for example: ArgoCD, Datadog Operator, wait for operators are successfully subscribed
      5. Check Operator Details page, All instances tab and CR tab
      6. Check Operator Details page, All instances tab and CR tabs on managed cluster own web console, everything is working well
      

      Actual results:

      5. There is no 'Create instance' button on Operator Details page,
      on All instances tab, it shows 'No provided APIs defined, This application was not properly installed or configured.'
      on CR tabs, it shows 'Error, 404: Page Not Found'

      Expected results:

      5. Viewing managed clusters OLM pages should return correct data
