The global configuration page load time has significantly increased

Steps to Reproduce:

    1. navigate to Administration -> Cluster Settings -> Configuration tab, open browser developer console and watch the network requests have been sent and the timeline 
    2.
    3.

Actual results:

hundreds of network requests are sent in seconds and the number roars， page load time increased

Expected results:

page loaded in considerable amount of time
