[release-4.18] Navigating away from plugin console.tab/horizontalNav to other tabs results in white tab page

      Before this update, a regression in {product-title} 4.15 caused forward slashes to not work in the 'href' values for the `console.tab/horizontalNav`parameter.       This is a clone of issue OCPBUGS-58258. The following is the description of the original issue:

      Reproducer here:

      https://bitbucket.org/personal-projects2/consoleplugin/src/main/

      1. Load the plugin
      2. Navigate to a storage class page
      3. Switch to the Portworx tab
      4. Switch back to any other tab

      Result: The tab page is blank instead of showing content.

      Note that the href in this example contains multiple path elements (portworx/storageClasses), which might be the cause:
