etcdMembersDown firing when CPMS is replacing machines

      Description of problem:

          etcdMembersDown fires if a single etcd member is down. When CPMS replaces a machine in a 3 master setup, it surges up to 4 masters, waits for everything to be healthy and then removes the old machine.
      
      This results in etcdMembersDown firing, but it's not actionable as this is the intended normal etcd member downtime during the surging flow.

      Steps to Reproduce:

          1. Replace a CP machine via CPMS

           etcdMembersDown fires

      Expected results:

          etcdMembersDown doesn't fire
